I think it's not just a direct disregard for public safety, but is testament that the US "has the best political system money can buy". Thus railroads can us lobbying $$$ to successfully prevent laws...

The US was 1 and the UK 2 in that assessment. That hasn't worked out too well in retrospect! Back when this started I thought the US would have a low death rate but would have a longer lasting mess...
