Most teachers unions don't seem to. I had a good amount of crap teachers in high school not here in BC but same crap, no way to fire them, they were all just waiting to retire, but had long ago lost...

I wouldn't say the teachers union bargains in good faith either, they can be pretty militant towards anyone who dares disagree with them.

I'd have more sympathy towards public sector employees...
