The thing to remember is that a lot of brigades respond to 000 and are as such primary responders - when I rocked up at my local station I thought they were just a summer response for...

OK - we had the phone tree system say 10-15 years back, and the activation of the siren. They still have a phone tree as backup I believe to the pagers.

Our offrs are elected leaders and managers....
