I think so, anything less than 2 years is covered by the reciprocal agreement but reciprocal agreement only covers new and urgent stuff so wouldn't cover a pre-existing consition such as diabetes.

$5 cost per item is for fully funded items; there are others medicines that are not funded at all or only partially funded for which you have to pay more.
