After I had tried a few times I decided to use an app to take them, and paid $8 to have the picture checked manually. It was checked and passed as OK, when I tried to upload on the passport site it...

I had a similar problem. Once I got the light even across the picture, with no shadows, and bright enough it was OK. Also needed to turn the flash off on the phone. Bad lighting causes the web site...
