It's not a double standard, I just don't think people should emigrate and then expect to enjoy the benefits of not emigrating such as an index linked pension. As discussed before, I think the UK...

My parents also briefly considering moving but, oh my, they've done well by staying. They live better in the UK on their various pensions than I can hope to while working in Canada.

People who chose Canada after the policy was established have no grounds for complaint, if an indexed linked pension was so terribly important to them they could have moved somewhere else or stayed...
