No. It's illegal to cross the center line and pull in front of oncoming traffic always. It doesn't matter who was there first.

Chicago has many, many huge 3+3 lane divided surface streets. Commonly, lights on this type of road will have five total lanes with two dedicated left turn lanes. The situation occurs at two left...
