I would love to believe that this was correct. It might be. However, despite having read the WA and related documents several times over the past year, I have never seen any clear rules on that...

Part of their job. Residence certificates are produced according to EU models and an EU-wide list is circulated to border services.

Of course. The point here is that many Portugal residents exit the EU via Spanish airports.

Not correct, no. Proof of EU residency under Withdrawal Agreement equals no border stamps anywhere in EU.

The above example involves a Portugal resident. Portugal hasn’t issued cards yet.

The Britiah in Portugal page on Facebook published some stories of people being fined a couple of days ago, one of them on the way to GB from Santander with a car. It’s happening.
