Yes, the same situation will arise if an Irish national has a Chinese or Russian licence.

Ireland is in EU and UK isn't - that's the major difference. Cyprus and Malta both drive on the left and their licences can easily be exchanged for Spanish ones, as they are both EU member states....

Only if you have applied to exchange by 31st December 2020. Whether you are considered a resident or not isn't up to you to decide, as there is a test you need to meet: spending 183 days + in a year,...
