No, I meant "postcode lottery" - it refers to the fact that NHS provision is better in some parts of the UK than others. By "Winning the postcode lottery" I meant living in one of the better NHS...

I do think the welfare state engenders a sort of learned helplessness or abrogation of personal responsibility at times. We forget we need to take care of our neighbors friends and family.

I don't think they finish up there so much as start off there. They couldn't be bothered making an appointment at the GP and see A&E a bit like a one stop shop (almost like a fast food mentality)....
