NTL is no time limit. It's just the form. In the end you get a Biometric Resident Permit (BRP) --- which I think is 21st Century ILR. I think like a Green Card :-)

That's pretty mean. Think logically - the same outcome would've happened - but it would just've wasted everyone's time and money. I am glad more sensible people run UK Visas. Life is too short.

Back in UK --- yay. On entry they were a little baffled. Checked with supervisor who let her in but with confusion. Whilst in UK I called up UK Visas and Immigration - was given very misleading...

So the good news is that I applied for Returning Resident and wife got the passport and visa this morning. It took just 2 weeks.

Nothing to do with finances or work commitment (my wife doesn't work in USA and was not allowed to on an H4).
