certificado de registo de cidadao da uniao europeia.

This is just a paper (A-4), not a card. Is this standard?

We are resident as of today. We will apply for RNH and this will be applicable as of 25 November 2017. When we loose 1 year, no problem for us.

I agree. This is the case for people who receive an old-age pension from another EU-country. This does NOT apply when you don't receive an old age pension.

Yes, but the law here says that every one who lives legally in Portugal has free access to the SNS.
So people from the UK can and Dutch would be excluded?

When we are resident we need to register with the tax authorities.
No obligation to wait 183 days, I hope. We can register at the tax authorities immediately after receiving the resident card?

Yes, that counts for Dutch with a Dutch pension as well. We don't have the pension age yet, but will have that in a couple of years.
