Generally it is via search firms. A small number of agents do most of the searches and they are paid well for it. If you have the right skills and are visible on LinkedIn they will find you.

I wouldn't know - but it seems plausible. Everything moves fairly slowly at the best of times and many people work shorter hours in Ramadan so that's likely to delay things.
