My update.

Got Schengen visa smoothly through the Maltese embassy in China and promptly booked flights and a holiday apartment.

We arrived hassle-free in Malta and have just enjoyed Christmas...

The Austrians are insisting that residency can't be applied for when on a short Schengen (C) visa and that a long (D) visa must be obtained.

This goes counter to what almost everybody else says.
