When I read through some doc on WEP on the ssa website I am pretty sure I read a bit about past pension distributions being counted in the wep calculation.
I'll look again in a bit.

Isn't the poster talking about article 17(1)(b)? That isn't subject to the saving clause. So I don't think you can prove your assertion this way.

No. Only qualified retirement accounts in the US can be rolled over. The is a private letter ruling from the IRS saying this if you look for it.
