No. If your job is not in the list of "38" or you have not worked in Canada for 1 year, and dont have an AEO from an employer, you can't apply.

IMHO I think that CIC will be busy pulling the previous applications where the claimed NOC is on the priority list, and they will get the benefit of a faster processing.

It may be "safe" in that it won't be returned, but CHC may never get it around to it, at least not for years. Processing times for pre-Februaryapplications, without Arranged employment...
