I think they don't want to spend money and management time on training up for and properly managing check out operations as customers, with the exception of us inpatient Expats, are happy to docilely...

There's probably periods of OJT included but it's essentially a racket and probably sold as an opening to getting more glamorous and lucrative jobs abroad. I think they got this 4 year degree idea...

No UCAS here, but just like the UK certain public, but mostly private schools have "links" to certain Universities. But I think anyone can take entrance tests like UPCAT.
