Nope, the UK still picks up the bill for State Pension aged citizens via the S1.

From the Gov.UK site..
If you are in receipt of a UK old age state pension, request an S1 form (previously E121)...

EU citizens who retire early and move to Portugal may qualify for free or subsidised healthcare for up to two years of residence, provided they obtain form S1. Alternatively, early retirees can pay...
