Its true, they are not obligated to process your visa. However, many people (Including myself) have had their first E3 processed in Barbados. But note that I was already in the US on a student visa...

I believe the LCA numbers are generally I-203 followed by 11 numbers. No letters.

Ok wow thats messed up! I hope it gets sported out. My interview is on Monday 30th and my flight back is Thursday afternoon. If they try and hand back my passport I'll ask a supervisor to step in....
