Nope - no such rule. You can leave the US by any means after flying into the US on ESTA. They do require that, on arrival, people without status in a neighbouring country possess a ticket to leave...

Once you are a PR you are not eligible to have an eTA. The system will (should) refuse any effort you make to get one, because you are a PR. You must fly on your PR Card, or a PR Travel Document.

You can give any genuine address in Canada (ie a friend's address is fine, a PO box to check later is not).

They cannot be sent outside of Canada by IRCC.
