Devolved government is devolved..... Westminster has limited authority to issue blanket laws.
Local government is also "different", non-British residents in the UK can vote in local, but not...

But if you pay UK tax on a pension, you don't pay it in your "new" country..... no? So, in the end, it's quits....

If your children were to emigrate, would you expect to vote in their new home...
