So what the border officer said was incorrect? If it is an administrative refusal do I need to state that on any future forms or at ports of entry when asked?

No Problem! I only noticed because I was looking at the slowest application and it didn't match up.

It also needs changed for the number of people passed stage 1, should be 26 not 28 :)

Checked ECAS this morning and my status has changed to 'in process'. The information said they started processing my application on Feb. 20th.

I had the same concerns when I was applying, but I called CIC and they confirmed that there is no minimum financial requirements that need to be met for a spousal sponsorship.
