Your cousin can send a letter of complaint to Southport from Bangladesh, or if you have permission to act on his behalf, you can do it from the UK.
I hope you and.your cousin don't have much longer...

I guess it can't hurt for you to send a written complaint to the address provided, as HMPO have advised that you can do that. Even if it's unlikely to help speed up the application, it'll probably...

Up to you, but I wouldn't pay £300 for something that's unlikely to bring any benefit.

I feel for you all and I still don't understand how the British government didn't realise the problems closing offshore centres would create. Doesn't take a blind man :(
