Because then you can submit plans yourself without the need for an architect, unless it is retrospective planning consent.

Because the French prefer new builds, plots in new village lotissement's don't tend to be that expensive. Less than 100k can get you a nice new 4 bedroomed house that is eco friendly it is the trend...
