I think most schools now operate cashless. Parents can credit an online 'cafeteria account' and the kids use their finger scan (or a card) to pay for the items.

Yes, that's a point. I suppose it's a bit like the American system where charity plays a greater role in providing a social safety net than the state. Regressive.

It's hard to understand why Universal Credit has been so difficult to implement. They've thrown a lot of money and time at it. Doesn't Canada already have a UC type system?

The 'cost' to the economy is the opportunity cost of lost production and (probable) reduced spending. Possible to quantify (using averages) but irrelevant.
