That's the crux of the article, that in parts of Britain (London, etc) that it's only those young people from a more affluent background that are going to be able to get on the property ladder, and...

Kensington & Chelsea top band is £2124 p.a.. Even if that were to double it would be nothing to someone owning a £1MN vacant investment flat.

Part of the problem is the rates are quite low in relation to the property value, so even if the council tax rises due to under occupation, it doesn't act as a serious disincentive.

It depends. It is sometimes used to discourage under occupation in areas where there is a housing shortage. London would do well to introduce this kind of system, for example.

What do you mean where a "home is someone's home"? It either is (occupied) or it isn't (after some grace period of non occupation).

It's a shame a third of the building is garage space. Might make sense in Ontario (snow) but not Vancouver. No idea on market rent levels, you're the expert on that aren't you.

I'm no expert on California, but LA really seems to be second fiddle to San Francisco/SV these days (property, culture, industry). Is that true or have I been reading too many tech industry articles?
