Since you can't fly over ahead of time to take the KOL exam, you will have to obtain ILE (applied for outside the UK; good for 2 years in the UK) in order to enter/reside with your spouse in the UK....

You are exactly right. I had my biometrics done at my local USCIS office prior to arriving in the UK on my British visa.
