In theory yes, they are supposed to have copies in their office of all the relevant paperwork.
Has the property you are interested in got an energy certificate , it should have.
Buyer beware !

The agent does not work for you but the seller or rather their commission.

Seriously do not consider this property unless at the time of promissory It iS 100% legal you are only storing up problems for the future.
Legally it should not even be on the market with a licensed...

Do not sign or pay anything and start looking for a new property.
This is the best incentive you can give the seller to get a move on.
Given current market movements prices may well have...
