The weight wouldn't be significant compared to the concrete. And the strength of it would do a lot to prevent cracking. The cost would also be pretty small compared to the cost of this work.

Steel in concrete is protected from rust chemically; the main benefit would be that steel wire would hold anchoring pins, and fiber just wouldn't.

It's just an idea, I'm not really suggesting...

Sounds sensible to me.
Let us know how you get on; some of those external insulation works go bad and the cladding breaks away, so make sure you take a look at a previous job or two your people have...
