That's the logic used, but makes no sense; it's obviously not your home before you buy it, but as you move in, you could be coming from across the street or across the continent.

That didn't work for us; we were resident at the time of house purchase, but our lawyer ticked the wrong box and we were charged the higher rate.

I think all that story of the NHS paying pensioners health costs is over. It was a bi-lateral treaty from the middle ages and it expired. It never applied to Germans for instance.

Important!
If you buy a house as a resident, you pay a lower transfer tax rate than if you buy as a non-resident; If you're not a resident of Portugal when you buy, it's assumed to be a holiday...
