I wouldn't. They have proof of both names, as do you. You're still the same person.

My PR landing documents (pre-COPR) had both surnames on them, the 'old' one is described as "(other) name flag"...

Send a scan of the CSQ.

Normally, when Qc accepts your application, & sends you your CSQ, they also send one to CIC. At least that's SUPPOSED to be how the system works ;). Check the email & PDF...

They usually specify how you should send the requested documents. If the communication (an email?) doesn't specify sending original docs by mail, and postal address to send them too, a scan should...

Depending on circumstances, CIC can & do extend medical results. For up to a year.

OP: you won't be able to "activate" PR landing in Toronto as a CSQ holder, unless you have a connecting flight/bus/train to Qc. & note that you might get hassle if your connection is by bus/train.

Once you receive approval/CSQ from MICC, use the CSE route to send copies to CIC.

You need to complete the sponsorship undertaking for MICC, and enclose your spouse's application for a CSQ.
