Multiple accounts are definitely against the site rules. I still feel strongly that your past comments have bearing on your situation today; they speak strongly to your motivation to stay in the US...

I think you are going to have to do some digging... because ESTA is still quite new, the answers to questions like yours aren't obvious and there aren't a lot of first-hand experiences floating...

Why did you reapply for ESTA if you already had a clearance (valid for 2 years, yes?).
