If they implement an ESTA/ETA style system then it would presumably apply to all non-EU citizens who don't already require a visa to visit the Schengen area. Would this apply to British citizens...

You're confusing visa-free travel with freedom of movement. The former allows you to visit a country without having to apply for a visa beforehand; the latter permits EU/EEA/Swiss citizens to move...
