It's not currently listed as a requirement on the VFS Global website for Canada. Until such time that it is I would suggest it is safe to assume it is not a requirement or if it is then the onus is...

If they're required and you don't have them I would be very surprised if the VAC didn't provide them.

It is for supporting documents which are scanned and sent electronically to Sheffield for processing. Depending on where you are applying from it is likely to apply to all new settlement applications.
