If it is imperative that he travel to Canada then the only other way is applying for an ESTA and flying to the US. Someone then picks him up and they cross into Canada via land border. Explain to the...

Much more info required. Was it common assault, actual bodily harm etc etc. Was he convicted in court? Just on face value he would be inadmissible but the devil is in the details.
