Do I sense a lets blame CBSA if nobody else owns up to breaking the seal :lol:
I was always shocked to see many carrier manifests not notating seal numbers and how many containers were not sealed...

Try this one then but yeah pretty much the same except in this one no single item can be more than $10,000 without having to pay tax on it.
So if you have a single item worth $15,000 you would be...

CFIA might inspect the container to see if tools, mowers, vehicles etc etc
have been cleaned and no soil is evident...
