Simple: assumed 3,000 out of 20,000 meant 20,000 and then assumed the figure was understated so could be 30,000 which is 1%. It wasn't in the same realm as the other poster who had the 3,000 all...

You haven't cleared anything up; you continually conjecture on what MIGHT have happened if the officers were armed AND had been there at the time - you don't think they'd drive on to somewhere else...
