The same was true in France this year, until there was a bilateral agreement between France and the UK...

At a guess Spain probably want a complete replacement for EUCARIS (https://en.wikipedia.org/wiki/EUCARIS) which the UK is no longer a part of.

In a story in today's La Vanguardia it says the grace period won't be extended again (https://www.lavanguardia.com/motor/actualidad/20211228/7949495/carnet-conducir-no-valido-desde-2022-brexit.html).
