To answer the OP's question:

Travel between the UK and Eire, the Channel Islands and the Isle of Man (the last two aren't even in the EU) only requires minimal ID, such as a driving licence or bus...

The UK has definitely had ID cards. The carrying of which was compulsory between 1939 and 1952.
