And you don't think the (for instance) French-UAE relationship is strong? It's naive to be so confident they won't change visa rules, especially on the border-run issues.

As you are not married, this is simple - no, he cannot. If you legally marry, yes he can - you will need to produce an attested marriage certificate to sponsor him, and also to get any company...
