Yes it is broadband, I assume you are on Telefonica, contact http://www.telefonicainenglish.com/Contact%20Us.htm and explain the situation they may be able to help you although they are a different...

Telefonica´s basic line rental is 17.87 euros a month you get the phone for free :D
So you are being well ripped off, you are paying what I pay for 24/7 ADSL, phone line and free local calls.
