Never assume is my motto. Ricko will have had a Negative Test before they travel. Not everyone carries the virus!
It is their prerogative to return(Home?) if they can safely do so and have resident...

You also need to quarantine for 14 days(subject to any change made on 15 April).
This is where I think there can be problems especially if you have been stuck away from PT for quite some time....
