You're not supposed to apply for a PR card unless you are in the country (and they will see that you aren't when you give your history for a PRTD). I would suggest you mail off the application for...

It's your PR card that you will be renewing, not your PR status :) There is no requirement to hold a PR card unless you wish to fly to Canada; if you are outside Canada and need to fly to Canada...
