Try buying a pay as you go phone as I did, at Petro Canada, best move I made over here, I can't stand those money grabbing mistake making cell companies.

Yes I spoke to the neighbours each time, you are lucky you had luck straight away, where I had that same issue as you from a smoker on his balcony below me when living in a condo he began to oblige...

Well she doesn't want to move to BC then. I lived and worked and rented in London for 4 yrs and can't honestly say I remember having any issue like that.

Easier was to find non-smoking homes and...

Well for example, every where I have lived there has been a smoking issue here in BC at least. Whether invading my personal space at home from outside on their balcony to inside my condo.
