The visa would be cheaper to apply offshore, however with the difference being $965 the flights to the UK and back again would work out more than the difference in an onshore vs offshore application.

You need to prove co-habiting for at least the last 12 months, how you do this is dependent on what evidence you have that shows this.

The main thing that will affect your application is that you don't seem to meet the requirement (http://www.immi.gov.au/migrants/partners/partner/820-801/eligibility-defacto.htm) of 12 months living...

Not only ignored it, but often positively told back in those days by the High Commission in London to frontload if possible!

Form 990i (http://www.immi.gov.au/allforms/990i/990i-charges.htm) (the visa fees) was also updated, although I think the AUD amount of the spouse visa remains the same.
