I fail to see how someone with a modicum of common sense

Not always the case. It may be recommended by the agent but not always practical for the vendor

I doubt the legal process can be followed by just anyone. For the most part title transfer is reasonably straightforward but many persons do not possess the wherewithal to understand and read title...
