He did get an approved ESTA but never used it to travel to the US. Thought it was safer to wait for the visa than to go there and be returned home.

He answered Yes and stated the port where his ESTA was revoked (ie. Melbourne).

What's really strange here is how DHS clears him, thus granting ESTA, but not enough to resolve the Admin...

Thanks for the feedback. You are right, but here's how I think about it:

Either X is not eligible for a visa, or ineligible. Either way, I suspect that it shouldn't take 9 months to answer that...

"Odd" pretty much sums it up (plus a pain in the a**!)

That's my point. Had they been from Pakistan or Sudan, sure. But Australian citizens (born and raised) just doesn't seem like it would be the norm.

OK, the B1/B2 solution seems good because it's a more flexible visa. Does anyone know what limitations/advantages this type of visa offers v. VWP?

You're right.. But I figured that it was just easier to fly to the US as opposed to apply at an embassy and face the risk or refusal which, then, means I can no longer use the VWP.
