As for the language, like 90% between 18 to let's say 45 years old speak fluent English in Portugal.
As for primary teachers, they don't have a master degree cause, they do not need to. They learn...

Local variations in Portugal? well yes, depending on where you go, the accent is different as Cavalierhome mentioned, but if you did notice that on the 'd' sound same goes to the 't' sound tia - aunt...
