When we visit we have found the easiest way is to buy bulbs at the Duty Free shop Schiphol airport. They have a good selection and have the right certification for import into the US.

As previously stated the easiest (and cheapest) way is via satellite. Also you can then get not only ITV1 but also ITV2,3,4 etc as well as the whole gamut of BBC and Channel 4 channels etc.
