If your fiance visa was denied 4 years ago you will have to go back through the entire visa process - I believe you only have a year after the denial to file for the 601 waiver.

The I601 waiver is required if you have a crime of moral turpitude on your criminal history. You can only apply for the waiver AFTER your visa is denied.
A DUI is very definitely a criminal...
